There was negligence on the part of the officer-in-charge of Begumganj Police Station, assistant superintendent of police (Begumganj circle) and local union parishad chairman and member over the brutal gang assault on a woman in Begumganj upazila of Noakhali, according to a probe panel.

The three-member investigation committee formed by the High Court also found the proof of the involvement of the victim’s husband in the incident.

In its report submitted to the HC on Thursday, the probe body has recommended taking action against them.

On October 5, the High Court formed the inquiry committee to look into the incident.

A total of 10 people, including mastermind Delwar Hossain Delu, the kingpin of Delwar Bahini, and Moazzem Hossain alias Sohag, 42, member from ward-9 of Eklashpur union parishad, are now behind the bars over the incident.

A video clip of the woman being tortured after being stripped by a group of men went viral on social media which triggered outcry.

In the video, the group was seen slapping, kicking and punching the woman.

Relatives alleged that the woman has been residing in her father’s house after her separation with her husband.

On September 2 last, her former husband came to meet her.

At that time, the gang tied him up after labelling him stranger and tortured the woman after stripping off her clothes.

However, no one dared to speak about the incident as the torturers were influential.

Meanwhile, the video clip went viral on the social networking site.

Delwar also raped the victim multiple times before the September 2 incident.
